2019年3月15日，十三屆全國人大二次會議通過的《中華人民共和國外商投資法》（簡稱：《外商投資法》），是我國曆史上第一個全面系統的外資立法，具有裡程碑的意義，是貫徹落實黨中央擴大對外開放、促進外商投資決策部署的重要舉措。《外商投資法》定于2020年1月1日起生效實施，将取代1979年頒布實施《中外合資經營企業法》，以及1986年和1988年出台《外資企業法》和《中外合作經營企業法》，是一部外資領域新的基礎性法律，為新形勢下進一步擴大對外開放、積極有效利用外資提供更加有力的制度保障。“上海外商投資促進服務平台”将以服務外國投資者和外商投資企業為落腳點，全面展示上海投資環境、投資政策，整合上海全市外商投資産業和承載地資源等信息，實現投資項目和落地區域在線配對和定向對接，幫助投資者選址決策，打造一站式外商投資促進綜合服務平台。“上海外商投資促進服務平台”将與“中國上海”“一網通辦”“中小企業服務雲”等重要網站共享數據平台，共同打造全球“投資上海Invest Shanghai”外商投資促進服務平台。
