水災英語英譯英閱讀：The President urges all-out effort

做“英語閱讀”有一個先決條件：先不管你“懂不懂”所讀的英語，你一口氣有聲“朗讀”這段英語已經不成問題，也就也就是你已經過了“朗讀發音關”。如果連這個起碼的要求都做不到，還需要在發音上下功夫，需要“老師”幫忙，那麼，我們的建議是：暫時還不适合做所謂的篇章“英語閱讀”。“讀”也隻是浪費時間，是英譯漢式“中文閱讀”。

“英語閱讀”本質上就是語言三要素“音形義”的訓練。“音”必須是“英語的”，“形”必須是“能讀就能寫”，“義”必須也是“英語的”。

有的學生英語“音”不過關，于是就用中文“音”來“代替”，也就是長年中文發音的英譯漢式“僞”英語閱讀。這就是“啞巴英語”出現的原因：中文“是懂了”，英語不說“義”不懂，連“音”都是問題。

有了這些“清醒”的認識，我們下面可以開始真正的“英語閱讀”了：“義”必須是英語的！

一、原文：

The President urged more effective flood response measures and all-out efforts to protect people's lives and assets as China upgraded its national emergency response for flood control to level II, the second-highest in the country's four-tier response system.

In an instruction released on Sunday, he pointed out that waters in the Yangtze River and the Huaihe River, as well as the Dongting Lake, Poyang Lake and Taihu Lake, had exceeded warning levels, and the flood control situation is grim.

He said the severe flood disaster in Chongqing municipality and Jiangxi, Anhui, Hubei, Hunan, Jiangsu and Zhejiang provinces has caused casualties and losses of assets.

二、英語閱讀：

1) The President urges all-out effort to protect people from flood

如果不準你把He urges all-out effort to do something翻譯成中文來“理解”與“閱讀”，你見到英語urge all-out effort to do“說成”，或“替換”成什麼英語？

口語：He urges all-out effort to protect people means He calls for all-out effort to protect people.

能把urge all-out effort to do替換成call for all-out effort to do就是“英語閱讀”，否則就不是。我們要“練”的英語閱讀就是這樣的英語閱讀。

1.He urged more help from the public means He called for more help from the public.

2.He called for understanding for his mistake means He urged more understanding for his mistake.

2) He urges all-out effort to protect people from flood

1. urges all-out effort means urges comprehensive effort to do something.

2.All-out effort means as much as effort as possible,as much as one can do.

“不懂”就查查英英字典行不行？

3) He urges all-out effort to protect people from flood

He urges all-out effort to protect people from flood means He urges all-out effort to keep people safe from flooding.

1. A flood barrier (something that stop water from flowing in,to prevent tge flood from coming in) is reinforced with(is strengthened,is made stronger) waterproof material ,such as sand bags, as the water level of a river continues to rise(keeps on going up higher and higher).

所謂的英語閱讀就是給自己一個“說”英語，“用”英語的機會，否則總是“說”中文(英譯漢)，英語“讀”得再多還是會變成“啞巴英語”的。

5)The President urged more effective flood response measures

1.英語President是讀成中文“總統，主席”？

The president is the head of a state

“說”英語head of a state當然比“說”中文“主席”難度大，于是，我們幹脆“說”中文算了。這就是我們的“英語閱讀”變成“中文閱讀”的真相。

So,we can say We must get an effective measure to learning English,we can also say We must find a way that works to learn English.

6) to protect people's lives and assets

Assets不是“說”中文，是“說”英語：Our homes,our houses,our cars,our motorbikes.These are our assests.

這就是我們訓練“正宗”英語閱讀緩慢而漫長過程，絕對不是“用”中文“脫口而出”的。能練就“見英語說英語”能力，還有什麼諸如口語，實用地道的英語，寫作等等英語困難不能克服？
