為了不斷解放和發展社會生産力，推動高質量發展，國務院于10月23日公布《優化營商環境條例》。《條例》對标國際先進水平，為各類市場主體投資興業營造穩定、公平、透明、可預期的良好環境。The State Council on Wednesday made public a regulation on optimizing the business environment in the latest step to unleash and develop productive forces and advance high-quality development. Aligning with advanced international levels, the regulation specifies the principles and directions for fostering a stable, fair, transparent and predictable business environment.

黨中央、國務院高度重視優化營商環境工作。近年來，各地區、各部門按照黨中央、國務院部署，順應社會期盼，持續推進“放管服”等改革，我國營商環境明顯改善。為了持續優化營商環境，不斷解放和發展社會生産力，加快建設現代化經濟體系，推動高質量發展，有必要制定專門行政法規，從制度層面為優化營商環境提供更為有力的保障和支撐。《優化營商環境條例》認真總結近年來我國優化營商環境的經驗和做法，将實踐證明行之有效、人民群衆滿意、市場主體支持的改革舉措用法規制度固化下來，重點針對我國營商環境的突出短闆和市場主體反映強烈的痛點難點堵點問題，對标國際先進水平，從完善體制機制的層面作出相應規定。一是明确優化營商環境的原則和方向。二是加強市場主體保護。三是優化市場環境。四是提升政務服務能力和水平。五是規範和創新監管執法。六是加強法治保障。

【重要講話】

營商環境隻有更好，沒有最好。各國都應該努力改進自己的營商環境，解決自身存在的問題，不能總是粉飾自己、指責他人，不能像手電筒那樣隻照他人、不照自己。

Improvement of the business environment is an on-going process, and there is always room for things to become better. Countries need to improve their business environment by addressing their problems. They should not just point fingers at others to gloss over their own problems. They should not hold a “flashlight” in hand doing nothing but to check out on the weakness of others and not on their own.
