近日，國務院批複同意實施《“十四五”對外貿易高質量發展規劃》。規劃提出，加快培育參與國際經濟合作和競争新優勢，開創開放合作、包容普惠、共享共赢的國際貿易新局面，推動國内國際雙循環互促共進，為開啟全面建設社會主義現代化國家新征程和推動構建人類命運共同體作出新貢獻。The State Council has approved a plan to promote high-quality development of foreign trade during the 14th Five-Year Plan period (2021-2025). To make China a modern socialist country and build a community with a shared future for mankind, the plan calls for cultivating new advantages in global economic cooperation and competition, and creating a new prospect for international trade featuring openness, cooperation, inclusiveness, benefits for all, sharing and win-win outcomes, and facilitating dual circulation.

【知識點】對外貿易是我國開放型經濟的重要組成部分和國民經濟發展的重要推動力量，是暢通國内國際雙循環的關鍵樞紐。“十四五”時期，我國進入全面建設社會主義現代化國家的新發展階段，世界百年未有之大變局加速演進，外貿發展面臨的機遇和挑戰都有新變化。《“十四五”對外貿易高質量發展規劃》明确“十四五”時期将努力實現貿易綜合實力進一步增強、協調創新水平進一步提高、暢通循環能力進一步提升、貿易開放合作進一步深化、貿易安全體系進一步完善等目标，并提出到2035年，外貿高質量發展躍上新台階。規劃明确了十項重點任務，包括優化貨物貿易結構、創新發展服務貿易、加快發展貿易新業态、提升貿易數字化水平、構建綠色貿易體系、推進内外貿一體化、保障外貿産業鍊供應鍊暢通運轉、深化“一帶一路”貿易暢通合作、強化風險防控體系和營造良好發展環境等。
