國務院新聞辦公室12月29日發布《中國的出口管制》白皮書。這是中國首次發布出口管制的白皮書，旨在全面介紹中國完善出口管制治理的立場、制度和實踐，闡述中國維護世界和平與發展，維護國家安全和國際安全的主張和行動。

China issued its first white paper on export controls on Dec 29. The document, titled "China's Export Controls" and released by the State Council Information Office, elaborated on China's position, institutions, and practices in improving export control governance, as well as its commitments and actions to safeguard world peace and development, and security at national and international level.

【知識點】

出口管制是指對兩用物項、軍品、核以及其他與維護國家安全和利益、履行防擴散等國際義務相關的貨物、技術、服務等物項出口，采取禁止或者限制性措施，是國際上通行的做法。

中國作為負責任大國，堅持總體國家安全觀，本着維護世界和平與發展，維護國家安全和國際安全的原則，不斷完善出口管制治理，認真履行國際義務，加強國際交流與合作。

中國主張，各國應當堅定維護以聯合國為核心的國際體系和以國際法為基礎的國際秩序，切實維護符合真正多邊主義的國際條約和機制的權威，創新安全理念，樹立共同、綜合、合作、可持續的全球安全觀。特别是大國應當履行大國義務，展現大國責任擔當，在出口管制領域推進國際共同安全，推進國際出口管制朝着公正、合理、非歧視的正确方向發展，不應當損害其他國家和平利用出口管制物項的正當權益，不應當對和平利用科技進步成果促進發展、正常國際科技交流與經貿合作、全球産業鍊供應鍊安全順暢運轉設置障礙。

中國主張，在出口管制國際合作中更好地實現各國權利平等、機會平等、規則平等，更加平衡地反映大多數國家意願和利益，進一步發揮國際協調合作和多邊機制的作用，妥善解決分歧和争端，共同營造和平穩定、平等互信、合作共赢的國際環境，使各國成為相互信任、平等合作的夥伴，攜手推動構建人類命運共同體。

維護安全和穩定，構建安全共同體。安全和穩定是國家發展的首要前提，關乎各國核心利益。我們要遵循共同、綜合、合作、可持續的安全觀，有效應對各類威脅和挑戰，營造良好地區安全環境。

We need to safeguard security and stability and build a community of security for us all. Security and stability are the number one precondition for a country’s development, and thus concern the core interests of all countries. We need to act on the vision of common, comprehensive, cooperative and sustainable security, address all forms of threats and challenges effectively, and foster a sound security environment in our region.

必須堅持國家利益至上，以人民安全為宗旨，以政治安全為根本，統籌外部安全和内部安全、國土安全和國民安全、傳統安全和非傳統安全、自身安全和共同安全，完善國家安全制度體系，加強國家安全能力建設，堅決維護國家主權、安全、發展利益。

We must put national interests first, take protecting our people's security as our mission and safeguarding political security as a fundamental task, and ensure both internal and external security, homeland and public security, traditional and non-traditional security, and China's own and common security. We will improve our systems and institutions and enhance capacity-building for national security, and resolutely safeguard China's sovereignty, security, and development interests.
